I'm getting weary of repeating myself, but you really don't know what lies
between you and that mirror, whether it's in your mini isp's network, or
their provider, or some other part of the path.

I think I have said this already, but the time on your computer is entirely
irrelevant to the behaviour you are seeing.

FTP proxies do, in fact, exist.  Including transparent ones.
