That's because you should have done a bit more investigation to find out if
apt was really at fault before filing a bug. Because apt is such a popular
tool, it often receives bug reports for problems with do not relate to apt
itself, and I do not have time to keep up with helping to diagnose all of
these unrelated problems.
Since this works for me, and a large number of other users, I currently have
no reason to believe that apt is at fault, unless you demonstrate otherwise.
The clock on your computer should not be relevant; apt is comparing the
timestamps retrieved from the remote system.
