Bug#140099: apt: apt-get doesn't honour --no-download or --fix-missing when used with the source command

apt-get doesn't honour the --no-download or --fix-missing option when used with the source command.
ie, i downloaded a .dsc and diff.gz file from a remote mirror because my local mirror didnt have
them. after doing a 'apt-get source --no-download --fix-missing <pkg>' apt-et still complained
that some files were missing and stopped, even thought the files had been manually downloaded and
were in the right directory.
