Yet again, it does this.  Here is an example:

# apt-get --purge -u build-dep tethereal
Reading Package Lists... Done
Building Dependency Tree... Done
Package libsnmp-dev is a virtual package provided by:
  libsnmp4.2-dev 4.2.3-2
  libsnmp4.1-dev 4.1.1-2.2
You should explicitly select one to install.
The following NEW packages will be installed:
  libpcap-dev
0 packages upgraded, 1 newly installed, 0 to remove and 2  not upgraded.
E: Package libsnmp-dev has no installation candidate
E: Failed to process build dependencies
