Bug#49420: marked as done (apt: let -d download, while upgrade)

While apt-get upgrade is running,
don't let an other apt fall back when downloading a simple package.
example:
tty1: apt-get upgrade
tty2: apt-get -d install a2ps
on tty2 it doesn't let me download a simple package.
imho, it doesn't hurt any database, or anything like that,
so the two cmd's can go at one time.

The -d option was made to not lock out dpkg way back in version 0.5.0
