Yes, that could help, but libgl1-mesa-dev depends on libgl1-mesa-dri, so
that would make it impossible to install the GLX headers along with fglrx.
I suppose there are people that do OpenGL development and want fglrx.
Could that dependency be removed? I don't think it is required.
