IIRC, this patch is a modification from a previous one that made it
/usr/bin/cpp-3.3. I just replaced the /usr/bin/cpp-3.3 with /usr/bin/cpp
because we didn't have cpp-3.3 on GNU/k*BSD at the time.

This is no longer true, so just ignore this. All Debian ports should have
/lib/cpp, it's in the cpp package.
