That was true and remains true.  I did not and do not see what relevant
our discussion has to him.

People talk about implementing new debhelper features all the time; he'd
probably become more interested once you have a working design or
prototype.

You could go to the trouble of reading the xfree86 package's
debian/copyright file just once for yourself.

You could ask him, but I am not sure this bug report is the best place
to do so.
