Neither netscape nor xv were *ever* part of Debian.  The non-free
archives are provided as a courtesy and convenience to our users, but
are not and never were part of the Debian distribution.  Arguing that
the XFree86 maintainer should bend over backwards to support obsolete
_non-Debian_ packages is just silly.

If you really want netscape 4 and xv, they are available from their
respective vendors, and can be installed directly on any GNU/Linux
system (Debian or not) without any worries about the Debian packaging
system, which they don't, by default, use.

And if you really think that Debian should continue to support these
non-free, non-Debian packages, then remember that Debian is a
volunteer organization, and volunteer to build up-to-date packages
with up-to-date dependencies for the non-free archives *yourself*!  :p  ;)
