Bug#182704: Debconf configuration sets use_fbdev without asking, making X unstartable

pm3fb or pm2fb?  I don't see a justification in the above paragraphs for
marking either of them as incompatible with UseFBDev.

"Will work fine without it" doesn't mean we should forbid usage of
"UseFBDev" with that framebuffer type.

We should only forbid where we know it will always cause problems.
