Bug#182704: Debconf configuration sets use_fbdev without asking, making X unstartable

In general, those that don't support it ignore it.

AFAICS the glint driver is a special case which can be covered by adding
pm3fb to the list of framebuffer devices Option "UseFBDev" doesn't work
with.
