I'm in much the same boat as you are. I'm working on learning how to contribute to Debian with programming skills, but first I need to acquire the aforementioned skills. In the meantime, I've been contributing to the wiki. I suggest you do the same!

You can create an account at https://wiki.debian.org/. It may not let you create an account until you are pre-authorized by someone with more authority than me on this mailing list (I had to do that), but once you're approved, you can contribute there as well.
