The website is updated (fixing my initial URL proposal mistake), the
packaging tutorial is now available from the following URL:

http://www-staging.debian.org/doc/manuals/packaging-tutorial/packaging-tutorial.pdf

Please, update any link you may control to this official location (even
if the old URL will redirect to the new one soon, see RT #3423, in order
not to break existing links).

I also added an entry from the documentation main page [3] (noticing
that this list used to be split in two columns before applying the new
design, will fix it soon).

Is there any reason why this list is not exhaustive? If it's only
because we forgot to update it, we could automatize this update, but if
we prefer to emphasize only a handful of main documents, that's fine too.
