There is a file not found (404) error when trying to access this link:

   http://cdimage.debian.org/debian-cd/4.0_r3/i386/jigdo-cd/

From this page:

   http://www.debian.org/CD/jigdo-cd/

Actually it seems most of the links on this page are broken. Maybe 
because this folder is empty:

   http://cdimage.debian.org/debian-cd/4.0_r4/

Additionnaly the links refers to _r3
