Actually, you can browse it by the web at this address.
For the real svn access, you must use svn://svn.debian.org/.. for
read-only or svn+ssh://svn.debian.org/.. as indicated by the web page
http://svn.debian.org/

You should use svn export if you want to get data from the repository :

svn export svn://svn.debian.org/d-i/people/rmh/win32-loader/ /my/new/directory

debian-www deals with the debian website, you should use the debian-user
mailing list instead.
