I just added Vietnamese to the language bar at the top. You can select it
just like the others, but the page will be empty. PmWiki will then give you a
link to add content to it (you can also edit the page by clicking the "edit"
button on top).

As for the other pages, the easiest way to translate is probably to go to the
English version of that page, then change English to Vietnamese in the
URL of the page, which should pop up a similar page as it did for the first
page.

You can use the Wiki formatting rules, which are described here[1].
