If you intend to provide also a generally usable service, then that 
should go into another package, which then could make sense to name 
"rtsp-server" but I recommend to use a less generic name, e.g. 
"perl-rtsp-server" since what most users would rely on being a stable 
namespace for this project is its _library_ part.

I therefore recommend this naming:

  source package: librtsp-server-perl

  binary packages: librtsp-server-perl perl-rtsp-server

...where perl-rtsp-server contains the rtsp-server.pl script and init 
scripts and depends on librtsp-server-perl.

I see no problem including this project in Debian, just wanted to let 
you know in case you weren't aware of the GStreamer alternative. :-)
