I changed the package name but is it okay to include a system service into a package name libsomething ?

I also sent a request to join the Perl team.

Regarding the releases, yes it's indeed old but it worked perfectly for my needs, providing one port for sender and a second one for receiver and did the job perfectly out of the box so...

Moreover you can find other people (e.g: nodejs) who implemented an RTSP server based on this Perl implementation so I guess it's pretty solid.

The project is a Perl CPAN module.  Please therefore name both source
and binary package (not "rtsp-server, but) "librtsp-server-perl", and
please consider joining the Debian Perl team:

Also, if you are not particularly in love with _this_ implementation,
then beware that its last upstream release was in 2011, and another far
more actively developed RTSP server implementation is already in Debian:
gir1.2-gst-rtsp-server-1.0 - as a GIR module it can be used with Perl (I
have succesfully done so and can try dig out my code for that if you are
interested).
