Also, if you are not particularly in love with _this_ implementation, 
then beware that its last upstream release was in 2011, and another far 
more actively developed RTSP server implementation is already in Debian: 
gir1.2-gst-rtsp-server-1.0 - as a GIR module it can be used with Perl (I 
have succesfully done so and can try dig out my code for that if you are 
interested).
