Well, I think the following happened: according to changelog.Debian.gz,
Wichert packaged it on June 6 2003 (release 3.2), then saw some license
problems which probably let him not file an ITP.
Then the license issues got cleared up with the 3.4 release, and he uploaded
it without looking at your ITP.

Don't feel run over by this mistake, it happens from time to time.
It happened to me also with some unofficial packages.
If you feel strongly about maintaining simpletal, I think Wichert lets
you adopt simpletal from him.
