I think the converter program shold list the unprocessabla pages,
then a programmer can handle most of the edge cases by adding
heuristic exception handling. The rest can be discussed on the list.

I'd add a template to each page with this warning:
This page was subject of automatic conversion.
After you polished it shiny, remove this notice.
The template also adds the page to category [UncheckedAutoconverted].
So it is easy to find them if somebody wants to process two dozens
after dinner.
The converter program can also check existence of the above mark.
Any unrevised pages can be freely overwritten in the next iteration.
The already modified ones generate a warning and ask human intervention.
Editors are expected to add poorly converted pages to category
[FailedConversion], so the developers can find them easy.
