The Build-Depends has:
babel-1.2.0 | babel [!arm !alpha !s390 !hppa], libsidl-dev (>=
1.2.0.dfsg-5) [!arm !alpha !s390 !hppa]

libsidl-dev depends on libsidl1.2.0, but it's not needed for hppa.

Maybe the build depedency for babel-1.2.0 is also missing this
arch exclusion?

And it seems to be available on s390, and arm isn't used anymore,
so maybe it should get changed to:
babel-1.2.0 [!alpha !hppa] | babel [!alpha !hppa], libsidl-dev (>=
1.2.0.dfsg-5) [!alpha !hppa]
