I don't know which packages you are talking about, but I must say that I
am not aware of anyone posting patches to RC bugs of TeX-related
packages, except the usual suspects.  I'm surprised to hear that there
is someone who is interested in them.

Moreover, if those TeX tools are free, the best approach would be to
integrate them (upstream) into TeXlive, and they'd end up in Debian by
the next release with minimal required Debian maintainer work.
