Since RMS has not interpreted the DFSG at all, how can anything he
said about something entirely different ("what is the right kind of
freedom to want") tell us what is being asked here ("what does the
DFSG already mean").  RMS's view *can* address the question "what kind
of changes should be made to the DFSG".  

If your proposal is as Manoj construed it, a proposal to modify the
DFSG, then I agree it is not ad hoc.

But if it is a proposal to *interpret* the *existing* DFSG, then the
*interpretation* is ad hoc.
