ammendment, so that it appears on the ballot.
Clarifcation of the wording is welcome. Changes to the meaning are not.

Rationale for change:
If a person votes, but they do not list a specific item, that
person has still indicated a preference for that item as being
lower than all ranked options. This treats a -1---- ballot equal to
a 212222 ballot.
