No. There is, or at least I hope there is, the implication that Debian,as an
organisation, should be _more_ than the sum of its parts. 
As such, the DPL should be able to bring Debian's resources (developers,
machines etc) to bear on providing resources that would improve productivity
and provide for better mechanisms for groups to work together.
That was what I intended the question to be. 
Yes, we are all in this together, but good leadership and a provision of
direction can allow an organisation to be something other than "no more and
no less than what we have managed to build." 
That was where the question was coming from.
