Hmm.. 

As I understand it, we're talking about cdrom distribution.  For this,
I would hope it suffice that Debian make a clear distinction between
main and other stuff (for example: putting the references on different
pages).

I don't see that we can purge all web references to non-free.  Maybe
eventually, but at present it just wouldn't make sense.
