I assumed such from general Netiquette, but I also have a (bad?) habit
of explicitly asking 'No CCs' once I'm subscribed.

Backports is unofficial, at least that's what I'm getting from [1].

Then I'll try to write better wording and hold it until I find out in
what form, and where to submit, a patch against the description. It
appears to me proper procedure would be to file a bug report against the
package 'www.debian.org', judging from what I see in BTS.

As always, clue-by-four me if I'm wrong.
