No, don't use tmpfs for /var/tmp

Per FHS /var/tmp is non-volatile, and is not to be emptied upon reboot
- contents there is to persist across reboots. And Debian, per policy,
is FHS compliant. So, if you do otherwise for /var/tmp, you're likely
to cause issues.
