This is not needed in the /etc/fstab as it should be handled by systemd.
Check to see if it isn't already mounted.
$ mount|grep /tmp
tmpfs on /tmp type tmpfs (rw,nosuid,nodev,size=32875324k,nr_inodes=1048576,inode64)
Check the system log:
$ sudo journalctl -b0|grep /tmp
Aug 19 05:08:36 tas systemd[1]: Mounting tmp.mount - Temporary Directory /tmp...
