No, and that would violate user expectation since while /var/tmp is
expected to be temporary, it is also expected to be persistent across a
reboot. Making it not be seems like a pretty excessive thing to do.

Why on earth would you assume that a 18 year old article about anything
related to computers is still accurate? That forum post is old enough to
consume alcohol in the UK, and its suggestions make about as much sense as
someone who has done so all night.

Its advice is totally inappropriate for a modern Linux system unless in
very unusual circumstances.
