I'm afraid I spoke too soon and the accented characters are showing up
as blank spaces. Doubt anyone will have a fix.

Apparently, it's the form itself which is faulty. Rather ironic that a French
form won't accept accented characters.

It might be that French administrative forms do not accept accents.
Actually I encountered French forms that remove accents, capitalize letters
and forbid some funny characters.
I have experienced the same online with money transfer (HTML) forms.
I guess that is related to the use old software and to storage.
