This is a very good theory. It has to be "-I foo -I bar ...", AFAIR. The
current manual [1] is very clear on this, too.

Sharp eye :)

Note that this wouldn't happen with the very similar `pkg-config'. This
one prepends the `-I' to its output. o figure ;-)
