Not quite. It doesn't mean no-one owns it; it just means (IIRC) there's no A or AAAA record for that domain. www.rhkramer.org could exist, for example.
Instead, check with: $ whois rhkramer.org NOT FOUND [snip legalese] ... which shows that it is indeed available. Richard
