Hi,

* What does your /etc/apt/sources.list look like?

https://wiki.debian.org/SourcesList provides good examples.

* Have you got any packages pinned?

Be aware that the sources.list changed slightly for Debian 11, as also
mentioned in the release notes for Debian 11.
