CUPS permissions

when I go to http://localhost:631/admin the dashboard is displayed as 
expected.

Manage Printers does display my MFCL3770CDW and I am (apparently) able 
to manage and edit the settings.

however
Add Printer gives> Unable to add printer: Forbidden

is this normal behavior? I do want to add another printer
