I was not convinced to start by opening an issue starting at snakemake, so I posted to debian-python. I was probably wrong looking at the different package maintainers involved:

At the point where I got to, should I report a bug to python3-pulp?

Look like could be issue on python3-pulp, try contact Thomas Goirand <zigo@debian.org>

upstream also released new version. It will be good to ask the maintainer to update the package too
