It can write to whatever is supposed to be organized as a sequence of blocks. I.e. a block device (which may sit on top of a "disk device" or a partition, but also a regular file on your file system. If there is one thing UNIX got pretty well compared to its siblings of the time, then it was interface abstraction (it's got still a ton of quirks, but you've got to look at the others aroud it to really appreciate).
