Download the package. It will be a file whose name ends with ".deb".
Get this file onto the Debian computer, by any means. Ethernet,
sneakernet, magical osmosis, typing the bytes out by hand, whatever it
takes.
Install the package using "dpkg -i filename", as root.
Reboot.
