I'm not aware of any (admittedly, it's been a while since I had a proper 
Linux desktop system).

For keyboard layout my first thought would be to configure more layouts 
in the desktop environment of choice and switch between them with a 
keyboard shortcut or so.

This would also be useful to share, e.g. in the wiki.
