You did not give the command you used for installation. However, I
think we can figure out what you are doing.

You are installing a deb package that you have downloaded from Epson.
This is not the supported way to install the Epson printer drivers on
Debian.

You get this error because dpkg cannot cope with the deb you have given
it to process. What it can process is printer-driver-escpr, which has
been expressly devised to make the Epson file compatible with Debian.
The solution to your issue is:
apt install printer-driver-escpr
