Yes. In fact, that's precisely why /usr/local/bin is supposed to
be in your $PATH before /usr/bin or /bin. (And $HOME/bin before
/usr/local/bin.)
The sysadmin is allowed to override the vendor, and the user is allowed
to override the sysadmin's defaults.
That's how Unix is designed.
