I believe you're 100% correct. I was using aptitude for the
installation and uninstallation of XFCE4 and Cinnamon
respectively on both of my Debian Testing boxes, but the
difference on why one uninstalled network-manager and the
other didn't was because on the first one I installed XFCE4
first, but on the other I uninstalled it first, and aptitude
saw that network-manager was no longer suggested anywhere
and removed it, but because it wasn't a "dependency" it never
reinstalled.

It is not a gnome-only tool, but XFCE definitely does not
depend on it explicitly.
