Please, keep in mind that /etc/init.d/rpcbind may also be invoked by /etc/network/if-up.d/mountnfs (after bringing up interfaces):

# grep PATH /etc/network/if-up.d/mountnfs
PATH=/sbin:/bin

What init system do you use?
