Thank you.Then you most likely need to add the package it comes in - my *guess* would be either mate-menu or mate-control-center although it could be hiding in one of the others. Once installed you can also just untick the box next to the software you don't want to see and it will be invisibly there until you next tick it.
The package needed was "mate-menu". There is now a "Main Menu" option underneath "Look and Feel". A little experimentation suggests I can organize the menus "my way" ;)An initial web search for {"mate desktop" "mate-menu" documentation} did not turn up a manual specifically covering this option.
