Of course it will. So you have to cheat:

apt download texlive-fonts-extra

dpkg -x texlive-fonts-extra*deb /tmp/1

mkdir -p ~/.fonts/texlive-fonts-extra

mv /tmp/1/usr/share/texlive/texmf-dist/fonts/truetype ~/.fonts/texlive-fonts-extra

# Everything else you might need from /tmp/1/usr/share/texlive/texmf-dist/fonts/

rm -rf /tmp/1 texlive-fonts-extra*deb


Installing these fonts systemwide is left as an exercise for the
readers.
