because they follow what the manual says.

Ubuntu 11.04 is a version based on year+month of release rather than a major+minor version. Ubuntu 11.04 is as different from 11.10 as 11.10 is different from 12.04.

Debian uses a different scheme without a minor version number.
The point release is not part of the Debian version.
