because they follow what the manual says.

Ubuntu 11.04 is a version based on year+month of release rather than a major+minor version. Ubuntu 11.04 is as different from 11.10 as 11.10 is different from 12.04.

That was my first thought too, but looking up base-files for one of the LTS releases on packages.ubuntu.com and reading the change log, looks like to do update the os-release with xx.xx.1, xx.xx.2, etc...
