No, the whole udev thing is to keep the kernel from doing weird things
with device naming on boot (such as swapping eth0 for eth1).  I've never
seen it happen with network cards myself, unless I had physically messed
with things (e.g. swap cards around because I needed to move everything
down a slot, but took the opportunity to clean out the motherboard, and
forgot the card order).
