Dell e5440 wireless kill switch not working

Hi I recently hit some strange problem and want to ask you if you have any
idea what might be related.

When the hardware switch is off:

rfkill list all

After setting unblock all

so it turns all ON except phy0 - which is my problem.

In BIOS it is set to control all kind of wireless devices.

I had it sometime ago control only wireless and I'm sure it was working and
I was using the WLAN.
Recently I got bluetooth working as well, but also kernels changed and I am
not sure what is the root cause here. 

Anyone with more experience and ideas
